TO PROMOTE THE EFFICIENCY AND IMPROVE THE CONDITION OF WARRANT OFFICERS, PETTY OFFICERS AND NON-COMMISSIONED OFFICERS SERVING IN THE ROYAL NAVY AND THE ROYAL NAVAL VOLUNTEER RESERVE, THE ARMY, THE ROYAL AIR FORCE, THE ROYAL MARINES AND THE OVERSEAS FORCES OF THE BRITISH COMMONWEALTH AND EMPIRE AND IN PARTICULAR TO ENABLE THEM TO MEET AND ASSOCIATE WITH EACH OTHER AND THE PERSONS WHO HAVE PREVIOUSLY SERVED IN SIMILAR CAPACITIES (FOR FURTHER DETAILS SEE CL.3 OF THE MEM.)
