TO INAUGURATE CLUBS FOR THE HARD OF HEARING WITHIN THE AREA ADMINISTERED BY THE GREATER LONDON COUNCIL AND THROUGH THEM TO PROVIDE SOCIAL AND WELFARE FACILITIES FOR THE HARD OF HEARING, WHO ARE DEFINED AS THOSE BEING WHOLLY OR PARTLY DEAF, AND WHOSE MEANS OF COMMUNICATION IS BY SPEECH AND LIP READING.
