FOR THE BENEFIT AND SOCIAL WELFARE OF PERSONS RESIDENT IN BOURNEMOUTH IN THE COUNTY OF DORSET AND THE NEIGHBOURHOOD THEREOF, AND WHO IN THE OPINION OF THE COMMITTEE ARE IN REDUCED AND NECESSITOUS CIRCUMSTANCES WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR SUCH PERSONS.
