1) FOUR-FIFTHS OF THE INCOME IN RELIEVING GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE FORMER BOROUGH OF SOUTHGATE AS CONSTITUTED IMMEDIATELY BEFORE 1 APRIL 1965 WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS. 2) THE REMAINING ONE-FIFTH IN RELIEVING POOR CHILDREN RESIDENT IN THE AREA.
