FOR THE BENEFIT BEFORE, DURING OR AFTER CONFINEMENT OF POOR WOMEN RESIDENT IN THE BOROUGH OF RAMSGATE. ANY INCOME NOT REQUIRED MAY BE USED IN PROVIDING FOOD, CLOTHING, BEDDING AND OTHER NECESSARIES FOR BABIES OF POOR WOMAN RESIDENT IN THE BOROUGH OF RAMSGATE AND SUBJECT THERETO IN RELIEVING IN CASES OF NEED, CHILDREN UNDER FIVE YEARS OF AGE RESIDENT IN THE SAID BOROUGH.
