TO ASSIST IN EMIGRATION FROM THIS COUNTRY OF NEEDY PERSONS AND IN PARTICULAR JEWISH WOMEN, WITH THEIR FAMILIES, WHO WISH TO REJOIN THEIR HUSBANDS, SUCH HUSBANDS HAVING FORMERLY BEEN RESIDENT IN THIS COUNTRY AND HAVING EMIGRATED IN ORDER TO BETTER THEIR POSITION.
