EQUAL GRANTS TO TWELVE AGED AND INFIRM PERSONS WHO ARE MEMBERSAND COMMUNICANTS OF THE CHURCH OF ENGLAND, NOT UNDER THE AGE OF 60, AND WHO SHALL HAVE BEEN RESIDENT IN THE PARISH OF RICHMOND NOT LESS THAN 30 YEARS.
