THE PROVISION OF ALMSHOUSES FOR WOMEN WHO (EXCEPT IN SPECIAL CASES TO BE APPROVED BY THE COMMISSION) ARE ORDINARILY RESIDENT IN THE CITY OF WESTMINSTER AT THE TIME OF APPOINTMENT. IF WHEN A VACANCY ARISES THERE ARE NO SUITABLY QUALIFIED APPLICANTS, THE TRUSTEES MAY APPOINT ANY PERSON OR PERSONS IN NEED (BEING MALE OF FEMALE) ORDINARILY RESIDENT IN THE CITY OF WESTMINSTER, THIS MAY INCLUDE THE APPOINTMENT OF A MARRIED COUPLE
