PREFERENCE SHALL BE GIVEN TO PERSONS WHO WERE BORN OR RESIDE IN THE CITY OF LIVERPOOL, THE BOROUGH OF WIRRAL, THE BOROUGH OF ELLESMERE PORT AND THE AREA OF THE CITY OF CHESTER AS THE SAME EXISTED ON 31 MARCH 1974.
