(2) THE INCOME TO RELIEV EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE CITY OF LEICESTER WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS
