1. RELIEVING PERSONS RESIDENT IN THE BENEFICIAL AREA WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS. 2. ADVANCEMENT OF EDUCATION BY PROMOTING THE EDUCATION, INCLUDING SOCIAL AND PHYSICAL TRAINING, OF PERSONS UNDER THE AGE OF 25 YEARS WHO ARE RESIDENT IN THE BENEFICIAL AREA, WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
