RELIEVING EITHER GENERALLY OR INDIVIDUALLY CHILDREN WHO HAVE ATTAINED SCHOOL AGE BUT ARE NOT MORE THAN 16 YEARS OF AGE RESIDENT IN LLANDUDNO WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS BY MAKING GRANTS OF MONEY OR PROVIDING OR PAYING FOR ITEMS SERVICES OR FACILITIES CALCULATED TO REDUCE THE NEED, HARDSHIP AND DISTRESS OF SUCH CHILDREN OR OTHERWISE ENHANCE THE QUALITY OF LIFE OF SUCH CHILDREN.
