PHILIP, PENN FIELDS WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS BY MAKING GRANTS OF MONEY OR PROVIDING OR PAYING FOR ITEMS, SERVICES OR FACILITIES CALCULATED TO REDUCE THENEED, HARDSHIP OR DISTRESS OF SUCH PERSONS.
