(2) FOR ANY CHARITABLE PURPOSES FOR THE GENERAL BENEFIT OF THE SAID INHABITANTS FOR WHICH PROVISION IS NOT MADE OUT OF COUNCIL TAX, TAXES OR OTHER PUBLIC FUNDS.
