TO RELIEVE POVERTY OR DISTRESS BY PROVIDING AT THE DAVID LEWIS HOTEL OR ELSEWHERE IN THE CITY OF LIVERPOOL, HOTEL ACCOMODATION, MEALS AND REFRESHMENTS EITHER GRATUITOUSLY OR AT LOW CHARGES FOR THE BENEFIT OF PERSONS OF RESTRICTED MEANS, RESIDING IN OR VISITING LIVERPOOL OR THE NEIGHBOURHOOD THEREOF.
