PREFERENCE TO PERSONS ASSOCIATED WITH BLACKPOOL OR ST. ANNE'S ON SEA AND DURING A PERIOD OF 60 YEARS FROM 6TH SEPTEMBER 1967 TO NOMINEES OF THE COUNCIL OF THE BOROUG OF BLACKPOOL.
