THE PROVISION AND MAINTENANCE OF HOMES FOR POOR PERSONS OVER THE AGE OF 60 OF EITHER SEX AND WHO HAVE RESIDED IN THE COUNTY BOROUGH OF IPSWICH FOR NOT LESS THAN THREE YEARS PRIOR TO APPOINTMENT WHO, THROUGH AGE, ILL-HEALTH OR INFIRMITY ARE UNABLE TO MAINTAIN THEMSELVES BY THEIR OWN EXERTIONS.
