TO ASSIST BY PENSION OR ALLOWANCE ANY PAWNBROKERS OR PAWNBROKER'S ASSISTANTS, THEIR WIDOWS OR PAWN-BROKER'S CHILDREN, AND EVERY APPLICATION SHALL BE IN THE UNFETTERED DISCRETION OF THE COMMITTEE FOR THE TIME BEING.
