(A) TO ASSIST THOSE PERSONS WHO ARE RESIDENT IN THE COUNTY OF ESSEX, AND THE GREATER LONDON BOROUGHS OF WALTHAM FOREST, REDBRIDGE, BARKING AND DAGENHAM AND HAVERING AND WHO ARE IN NEED OF HELP BY REASON OF BEING BLIND OR PARTIALLY SIGHTED OR HAVING DEFECTIVE SIGHT (B) TO WORK IN THE CLOSEST CO-OPERATION WITH THE APPROPRIATE BODIES IN SO FAR AS THIS MAY BE DESIRED BY THE AUTHORITIES CONCERNED.
