1) TO PROMOTE THE WELFARE OF PEOPLE WHO ARE BLIND AND THOSE WHO HAVE SUBSTANTIALLY DEFECTIVE SIGHT 2) TO INCREASE PUBLIC AWARENESS OF THE NEEDS OF BLIND AND PARTIALLY SIGHTED PEOPLE.
