INCOME APPLIED IN PROCURING THE DELIVERY BY A COMPETENT PREACHER OR LECTURER IN SOME PARISH CHURCH OR CHAPEL OR OTHER CONVENIENT PLACE OR PLACES WITHIN THE SAID BOROUGH OF BIRMINGHAM, OF ONE OR MORE FREE PUBLIC LECTURES IN EACH YEAR ADVOCATING THE DUTY OF THE MERCIFUL AND KIND TREATMENT OF ALL DUMB ANIMALS BUT ESPECIALLY OF THE HORSE. SO FAR AS THE SAME SHALL NOT BE POSSIBLE, THE INCOME SHALL BE APPLIED IN MAKING GRANTS IN AID OF THE FUNDS OF ANY SOCIETY ESTABLISHED OR MAINTAINED FOR PROMOTING THE KIND TREATMENT OF DUMB ANIMALS, OR OF PROVIDING TROUGHS FOR SUCH ANIMALS IN PUBLIC PLACES.
