THE RELIEF OF CHILDREN AND YOUNG PERSONS WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS AND WHO ARE RESIDENT IN THE COUNTIES OF CHESHIRE, DERBYSHIRE, GREATER MANCHESTER, LANCASHIRE, STAFFORDSHIRE, SOUTH YORKSHIRE AND WEST YORKSHIRE.PREFERENCE SHALL BE GIVEN TO SUCH CHILDREN AND YOUNG PERSONS QUALIFIED AFORESAID WHO ARE RESIDENT IN THE CITIES OF MANCHESTER AND SALFORD AND THE BOROUGH OF TRAFFORD.
