1. ALMSHOUSES FOR POOR PERSONS WHO ARE INHABITANTS OF THE LONDON BOROUGH OF NEWHAM OR TOWER HAMLETS WITH A PREFERENCE FOR PERSONS QUALIFIED AS AFORESAID RESIDENT IN THE FORMER METROPOLITAN BOROUGH OF STEPNEY. 2. FOR THE BENEFIT OF THE RESIDENTS IN THE ALMSHOUSES.
