FOR RELIEVING IN CASES OF NEED PERSONS RESIDENT IN THE AREA OF BENEFIT WHO ARE SICK,CONVALESCENT,DISABLED,HANDICAPPED OR INFIRM.THE EXPRESSION "AREA OF BENEFIT" SHALL MEAN THE AREA OF THE FORMER BOROUGH OF NEWBURY AS CONSTITUTED ON 31ST MARCH 1974 AND THE PARISHES OF GREENHAM,ENBORNE,HAMPSTEAD MARSHALL,SHAW-CUM-DONNINGTON,SPEEN AND THATCHAM OR ELSEWHERE IN WEST BERKSHIRE.
