TO GIVE FINANCIAL ASSISTANCE TO (1) ALL RESIDENTS OF THE PARISH OF LONG NEWNTON WHO ARE IN NEED,HARDSHIP OR DISTRESS INCLUDING FORMER RESIDENTS OBLIGED BY THEIR REQUIREMENTS FOR CARE TO LIVE OUTSIDE THE PARISH, AND (2) ANY YOUNG PERSONS RESIDENT IN THE SAID PARISH WHO REQUIRE SUPPORT FOR EDUCATION OR TRAINING
