INCOME TO BE APPLIED IN RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE AREA OF THE ANCIENT PARISH OF WESTBERE WHO ARE IN CONDITIONS OF NEED, HARDSHIP, OR DISTRESS BY MAKING GRANTS OF MONEY OR PROVIDING OR PAYING FOR ITEMS, SERVICES OFR FACILITIES CALCULATED TO REDUCE THE NEED, HARDSHIP, OR DISTRESS OF SUCH PERSONS. PREFERENCE SHALL BE GIVEN TO PERSONS QUALIFIED AS AFORESAID WHO ARE NOT LESS THAN 55 YEARS OF AGE.
