IF THE INCOME IS NOT REQUIRED FOR THE ABOVE, IT IS APPLIED IN RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE SAID AREA WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
