(A) RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE BOROUGH OF KING'S LYNN AND WEST NORFOLK WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS. (B) RELIEVING PERSONS RESIDENT IN THE SAID BOROUGH WHO ARE SICK, CONVALESCENT, DISABLED, HANDICAPPED OR INFIRM.
