1. PAYING PENSIONS TO PENSIONERS WHO SHALL BE POOR PERSONS EITHER MARRIED COUPLES OR WIDOWS OR SINGLE WOMEN WHO ARE AGED OR INFIRM AND OVER 60 YEARS OF AGE.
