PROVIDING ALLOTMENT FOR THE BENEFIT OF POOR PERSONS RESIDENT IN THE AREA OF THE ANCIENT PARISH OF THORNBY AND NEIGHBOURING PARISHES, WITH A PREFERENCE FOR POOR PERSONS RESIDENT IN THE AREA OF THE SAID ANCIENT PARISH RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT WITHIN THE AREA OF THE ANCIENT PARISH OF THORNBY AND NEIGHBOURING PARISHES WITH A PREFERENCE FOR PERSONS RESIDENT IN THE AREA OF THE SAID ACIENT PARISH WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
