FOR THE EDUCATION AND REHABILITATION OF INDIGENT YOUNG MEN WHO HAVE BEEN CONVICTED OF CRIMINAL OFFENCES IN PARTICULAR (BUT WITHOUT PREJUDICE TO THE GENERALITY OF THE FOREGOING) BY THE PROVISION OR ASSISTING TOWARDS THE PROVISION OF A HOSTEL OR HOSTELS IN KENT FOR INDIGENT YOUNG MEN WHO HAVE RECENTLY BEEN RELEASED FROM BORSTAL INSTITUTIONS DETENTION CENTRES AND PRISONS AND WHO ARE IN NEED OF ACCOMMODATION.
