FOR THE PURPOSE OF RELIEVING PERSONS RESIDENT IN GREATER LONDON OR ANY OF THE COUNTIES OF ESSEX, HERTFORD, KENT AND SURREY WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS WHO ARE OR WERE CITIZENS OF THE GERMAN FEDERAL REPUBLIC, THE GERMAN DEMOCRATIC REPUCLIC OR THE REPUBLIC OF AUSTRIA OR WHO WERE CITIZENS OF THE FORMER GERMAN EMPIRE OR WHO ARE THE DEPENDANTS OF PERSONS WHO ARE OR WERE CITIZENS AS AFORESAID.
