INCOME TO BE USED FOR PROVIDING ASSISTANCE OR RELIEF FOR DESERVING POOR, OLD OR INFIRM PERSONS WHO HAVE RESIDED IN THE COUNTY BOROUGH OF WARRINGTON FOR AT LEAST FIVE YEARS AND WHO MUST BE AT LEAST SIXTY YEARS OF AGE, OR ELSE INCAPABLE THROUGH SICKNESS OR PHYSICAL DISABILITY TO KEEP THEMSELVES PROPERLY.
