TO DO ALL THINGS POSSIBLE TO PROMOTE THE WELFARE OF THE BLIND AND PARTIALLY SIGHTED PERSONS RESIDENT IN THE ADMINISTRATIVE AREA OF THE ROYAL BOROUGH OF KINGSTON UPON THAMES. TO CO-OPERATE WITH AND ASSIST THE ROYAL BOROUGH OF KINGSTON UPON THAMES AS THE AUTHORITY DIRECTLY RESPONSIBLE FOR THE WELFARE OF BLIND AND PARTIALLY SIGHTED PERSONS IN THAT BOROUGH.
