THE BEAUTIFICATION OF PLACES WITHIN THE AREA OF THE CITY OF LONDON AND METROPOLITAN POLICE DISTRICT IN PARTICULAR BY STIMULATING A LOVE OF FLOWERS AMONG INDIVIDUAL GROUPS IN POOR NEIGHBOURHOODS AND AMONG CHILDREN AND IN SCHOOLS.
