II) MAKING GRANTS FOR THE EDUCATION OF THE SONS AND DAUGHTERS WHOS FATHER (OR MOTHER IF A WIDOW) IS WITHIN THE DEFINITION CONTAINED IN THE PRECEDING CLAUSE. III) MAKING GRANTS TO CHARITABLE INSTITUTIONS.
