B)WITH CONSENT OF THE TRUSTEES AS SCHOOLS FOR THE CHILDREN OF LABOURING AND MANUFACTURING AND POORER CLASSES ONLY OF THE PARISH OR DISTRICT INWHICH THE PREMISES ARE SITUATE FOR THEM TO RECEIVE ELEMENTARY EDUCATION AND RELIGIOUS INSTRUCTION.
