THE RELIEF OF NEEDY PERSONS ENGAGED OR FORMERLY ENGAGED, AND THE WIDOWS AND CHILDREN AND OTHER IMMEDIATE DEPENDANTS OF DECEASED PERSONS WHO IN THEIR LIFETIME WERE ENGAGED IN THE DISTRIBUTION OF NEWSPAPERS, MAGAZINES AND PERIODICALS AS MEMBERS OF THE PUBLISHING WHOLESALING OR RETAILING SECTIONS OF THE NEWSPAPER INDUSTRY WHO ARE IN CONDITIONS OF NEED HARDSHIP OR DISTRESS BY THE PROVISION OF HOUSES, FLATS OR OTHER DWELLINGS (HEREINAFTER REFERRED TO AS HOMES) WITH OR WITHOUT SERVICE AND ANY OTHER FACILITIES AND AMENITIES CONVENIENTLY TO BE ENJOYED THEREWITH.
