PAYMENTS TO PERSONS (QUALIFIED AS IN (2) ABOVE) TO ASSIST IN MAINTAINING REPAIRING OR KEEPING UP THEIR HOMES OR IN PAYING RENT. 4. PROVISION OF COMFORTS TO POOR PERSONS WHO ARE QUALIFIED AS IN (2) ABOVE.
