RELIEF OF OLD PERSONS OVER 60 YEARS OF AGE RESIDENT IN THE BOROUGH OF NEWCASTLE-UNDER-LYME AS CONSTITUTED FROM TIME TO TIME AND ADJOINING AREAS IN THE COUNTY OF STAFFORD IN THE CLOSE VICINITY THEREOF. (FOR FURTHER OJBECTS SEE CLAUSE 2 OF THE CONSTITUTION).
