A) TO PROVIDE FOR THE EDUCATION AND BENEFIT OF THE NATION FACILITIES AND FINANCE FOR THE DISCOVERY REPAIR RECONSTRUCTION RENEWAL REPLACEMENT MAINTENANCE, PRESERVATION, TRANSPORTATION (BY SEA OR LAND OR AIR) AND (IN THE CASE OF VESSELS) BERTHING (AFLOAT OR ASHORE) OF VESSELS OF NATIONAL HISTORIC TECHNICAL OR SCIENTIFIC INTEREST AND CONNECTED IN ANY WAY WITH SUCH VESSELS OR THE CONSTRUCTION OR USE THEREOF OR CONNECTED WITH WAR AT SEA OR ON INLAND WATER OR TRANSPORT BY SEA OR INLAND WATER.
