TO PROVIDE HOMES, HOUSES, FLATS AND HOUSING ACCOMMODATION TO BE KNOWN AS "THE PASS HOMES" FOR OCCUPATION AND USE BY PERSONS NEEDING CARE AND ATTENTION THROUGH AGE, INFIRMITY, SICKNESS, DISABILITY OR POVERTY AND EITHER HAVING BEEN BORN IN THE PARISH OF WOOTTON FITZPAINE IN THE COUNTY OF DORSET OR HAVING RESIDED IN THE SAID PARISH FOR NOT LESS THAN FIVE YEARS PRECEDING THEIR APPOINTMENT. IF THERE ARE NO SUITABLE PERSONS WHO WERE BORN IN THE PARISH OF WOOTTON FITZPAINE OR WHO HAVE RESIDED IN THE SAID PARISH THEN PERSONS WHO WERE BORN OR WHO HAVE RESIDED IN THE IMMEDIATE VICINITY OF THE SAID PARISH SHALL BE CONSIDERED
