PROVIDING SMALL WEEKLY OR MONTHLY GRANTS IN THE NATURE OF PENSIONS AS MAY BE THOUGHT FIT AND SUBJECT TO REVIEW FROM TIME TO TIME FOR AGED AND NEEDY PERSONS IN THE SAID PARISH OF SAINT ALBANS PREFERENCE BEING GIVEN TO COMMINCANT MEMBERS OF THAT CHURCH.
