(B) TO PROTECT AND AUGMENT THE AMENITIES OF SUCH BUILDINGS, GARDENS AND GROUNDS AND TO MAKE PROVISIONS FOR THE INSPECTION AND ENJOYMENT OF SUCH BUILDINGS, GARDENS AND GROUNDS BY THE PUBLIC.
