TO PROMOTE THE INDUSTRY AND COMMERCE OF GREAT BRITAIN WITHIN THE BOUNDARIES (AS THEY NOW EXIST) OF HERTFORDSHIRE AND BEDFORDSHIRE THAT PART OF BUCKINGHAMSHIRE TO THE NORTH OF THE B4032 AND TO THE EAST FO THE A148 THAT PAR OF CAMBRIDGESHIRE TO THE WEST OF THE A604 AND ALL THAT PART OF ESSEX TO THE WEST OF THE A11 AND B183 AND THAT PART OF GREATER LONDON TO THE NORTH OF THE A110, A410 AND A404 OR SUCH OTHER AREA AS SHALL FROM TIME TO TIME EXCLUSIVELY BE DETERMINED BY COUNCIL AND IN PARTICULAR (BUT NOT SO AS TO LIMIT THAT OBJECT) BY PROMOTING HIGHER PRODUCTIVITY AND BY IMPROVING MANAGEMENT AND INDUSTRIAL RELATIONSHIPS
