THE BUREAU IS ESTABLISHED FOR THE BENEFIT OF THE COMMUNITY IN AND AROUND THE BOROUGH OF COLCHESTER BY THE ADVANCEMENT OF EDUCATION, THE PROTECTION OF HEALTH AND THE RELIEF OF POVERTY, SICKNESS AND DISTRESS.
