(B) IN MAKING ARRANGEMENTS FOR ATTENDING TO THE HEALTH OR PHYSICAL CONDITION OF CHILDREN ATTENDING ANY PUBLIC ELEMENTARY SCHOOL. (C) IN OTHERWISE PROMOTING THE EDUCATION OF BOYS AND GIRLS OF THE POORER CLASSES.
