PROMOTING THE SPIRITUAL MATERIAL AND MENTAL WELFARE OF PERSONS WHO ARE MENTALLY OR PHYSICALLY HANDICAPPED AND THUS HAVE DIFFICULTY IN ATTAINING OR ARE UNABLE TO ATTAIN A NORMAL STANDARD OF EDUCATION TRAINING AND GENERAL ABILITY AND WHO BY REASON OF THEIR MENTAL OR PHYSICAL DISABILITY ARE IN NEED OF HELP OR CARE BY THE PROVISION OF SPECIAL TRAINING SHELTERED EMPLOYMENT OR OCCUPATION.
