TO RELIEVE SICKNESS, INFIRMITY AND OLD AGE AMONGST PERSONS LIVING IN SOUTHEND AND DISTRICT BY PROVIDING A LOCAL BROADCASTING SERVICE FOR SOUTHEND HOSPITAL AND SIMILAR INSTITUTIONS WITHIN THE BOROUGH OF SOUTHEND-ON-SEA AND A RADIUS OF TWENTY MILES THEREFROM.
