THE CARE AND ACCOMMODATION OF YOUNG PEOPLE WHO ARE HOMELESS OR WHO BY REASON OF ADVERSE CIRCUMSTANCES REQUIRE TEMPORARY AND EMERGENCY ACCOMMODATION OR LONGER-TERM ASSISTANCE IN ACQUIRING A SETTLED WAY OF LIFE, AND TO EDUCATE AND ASSIST ALL SUCH YOUNG PEOPLE THAT THEY MAY DEVELOP AS RESPONSIBLE INDIVIDUALS AND MEMBERS OF A MULTI-RACAL SOCIETY.
